The official WCSEB PDFs. We calculate your B-BBEE level from your ownership, so it cannot contradict your affidavit.

Print, sign, lodge

Print at 100%. A commissioner of oaths signs and stamps. Email the scan to WCSEB, then post the originals once approved.

We watch the clock

Give us the expiry dates. We warn you weeks ahead, because renewing takes weeks.

What you get, and what you fetch yourself

We generate four documents. The others are issued by SARS, the CIPC, the Compensation Fund or a SANAS agency.

SEB Registration Form

Your details, the returnable-documents checklist ticked correctly for your sector, and the declaration. We generate it.

WCBD 4

Declaration of interest, past supply chain practices and independent bid determination in one form. Every director listed. We generate it.

WCBD 6.1

Preference points claim, with your B-BBEE level and the points that follow from it. We generate it.

B-BBEE sworn affidavit

The right variant for your turnover and ownership, or a clear explanation of why you need a SANAS agency instead. We generate it, you swear it.

Tax clearance, CIPC, COIDA

Issued by SARS, the CIPC and the Compensation Fund. We cannot produce these, but we track when they expire so they do not catch you out.

SANAS certificate

Required for large enterprises, and for qualifying small enterprises below 51% black ownership. Only an accredited agency can issue one.

These forms ask for a lot about your directors. Here is exactly what happens to it.

Stays on your device

Every director's full name, ID number and personal SARS tax reference. Your ownership percentages, including the black female and disability figures. The conviction question on WCBD 4. Your VAT and company tax numbers.

Your browser fills the PDFs and hands them to you. None of this is sent to us, and we could not show it to you even if you asked.

Reaches TenderPipe

Which forms you lodged and the dates they expire. Your declared B-BBEE level and turnover band. That is the whole list, and it names nobody.

It is what lets us tell you that your affidavit runs out three weeks before a tender you are watching closes.

If you save for next year

Your details are encrypted with a passphrase only you know, into a file you keep. Put it somewhere your backups reach. Lose both the file and the passphrase and nobody can recover it, ourselves included.

POPIA covers companies as well as people, so this reduces what is at stake rather than removing it. We would rather say that than claim otherwise.

Western Cape today

The Western Cape runs its own bid document set, the WCBD forms, in place of the national SBD ones. WCBD 4 alone does the work of SBD 4, SBD 8 and SBD 9. That set is what we generate, and it is what the Western Cape Supplier Evidence Bank accepts.

If you bid to national departments, or in Gauteng, KwaZulu-Natal or anywhere else in South Africa, you are filling in SBD forms and this will not help you yet. We would rather tell you that now than after you have created an account. If that is you, browse South African tenders and tell us where you bid, so we know which province to build next.

Registering on the National Treasury's Central Supplier Database comes first either way. WCSEB uses the CSD as its master database, so if you are not on it, start there.

Questions

Do you send my details to anyone?

No. Your browser fills the forms and builds the PDFs. Your directors' ID numbers, tax references and ownership percentages never reach our servers. We store which forms you lodged and when they expire, so we can warn you before they lapse.

Which documents do you generate?

Four: the SEB Registration Form, WCBD 4, WCBD 6.1 and your B-BBEE sworn affidavit. Your tax clearance, CIPC standing, COIDA letter and any SANAS certificate come from those bodies. We cannot produce them, but we do track when they expire.

Can I submit these electronically?

No. WCSEB wants originals. You print the pack, a commissioner of oaths signs and stamps it, you email the scan for verification, and you post the originals once approved. Only the signatures and the stamp must be on paper. We handle the rest.

Why does everything need doing again every year?

All three are valid for twelve months. WCBD 4 must also be re-lodged sooner if anything on it changes, such as a new director. Renewing takes weeks: a commissioner, a scan, an approval wait and the post. So we warn you weeks ahead.

Does this work outside the Western Cape?

Not yet. The Western Cape uses its own WCBD forms, and those are what we generate. The national SBD forms used elsewhere are not covered. If you bid in Gauteng or KwaZulu-Natal, this will not help you yet.

What if my company is not black owned?

You still get the registration form, WCBD 4 and WCBD 6.1. Whether you can swear a B-BBEE affidavit depends on turnover and ownership. An exempted micro enterprise can always self-declare. A qualifying small enterprise below 51% black ownership needs a SANAS-accredited agency. A large enterprise always needs a certificate. We tell you which applies before you fill anything in.
