Why this list comes before any bid

Most UK public bodies now buy repeat services through a dynamic market or a dynamic purchasing system. Utilities across Europe draw their bidders from a qualification system published on TED. In both cases the buyer only invites suppliers who are already on the list. A supplier who has not applied does not see the competition, and the notice for it is never published in the open.

Joining is a compliance exercise, not a bid. Buyers assess capability, insurance, finances and policies. There is no price to submit and no deadline to race, because the application window stays open for the life of the vehicle.

How to use this page

  1. Find the vehicles in your line of work. Each row shows the buyer, the category tags and the date the vehicle closes.
  2. Apply on the buyer's own portal. The apply link goes to the official page. Admission is decided there, never here.
  3. Set up alerts. Once admitted, the call-offs arrive through the buyer's portal. Alerts on TenderPipe catch the open bids in the same categories that are not run through a vehicle.

What is a dynamic market?

An always-open list of approved suppliers that a buyer, or a group of buyers, can call work off from. Under the UK Procurement Act 2023 it replaces the dynamic purchasing system. Suppliers can apply to join at any time while it is open, and only members are invited to the competitions run through it.

How is it different from a framework?

A framework closes to new suppliers once it is awarded, usually for four years. A dynamic market stays open for new applications for its whole life, so a supplier who missed the launch can still get in.

What is a qualification system?

The utilities-sector equivalent published on TED. Water, energy, transport and postal operators run a standing qualification list and draw their bidders from it. The notice stays open for the period shown, often several years.

Why does the date say estimated?

Some notices publish no end date. Where that happens we show the notice date plus one year and mark it as estimated. Check the official page before relying on it.
