- The hilles fund seeks to enhance the quality of life for children, youth, and women in the city of philadelphia and in the northeast kingdom of vermont (comprising essex, orleans, and caledonia counties) by supporting direct services and advocacy strategies that focus on education, youth development, and women's self-sufficiency. In addition, the fund supports community development opportunities in the northeast kingdom. Donees must be tax exempt under irs 501C(3). Priority is given to organizations with operating budgets under $2 millon. Grants are generally limited to $4,000 to $10,000 per recipient.
