- Eligible scholarship recipients are to be limited to citizens of the United States WHO are attending or will attend on a full-time basis (12 semester hours or more) an accredited United States institution of higher learning (college or university). There are no restrictions or limitations of any kind whatsoever relating to race or employment status.
