- The foundation requires a written grant request describing the charitable program to be supported by the grant request. Section 501(C)(3) organizations, other than a recognized church, must provide a copy of their irs determination letter with the grant request. For grants of organization other than public charities, the foundation exerts expenditure responsibility.
