The purpose of this notice is to solicit proposals for a single cooperative agreement between NOAA and an institution of higher learning as authorized in the Ocean and Coastal Mapping Integration Act and the Hydrographic Services Improvement Act. Proposals submitted in response to this announcement should advance the purposes of the Acts by addressing the Program Priorities described in this announcement.This will be a 5-year, multiyear award. The intent is to make a single 5-year award. Total anticipated funding for this award is approximately $8,500,000.00, with approximately $1,600,000.00 to be released in FY 2026 and each subsequent year of the 5 years.

The GHG Reduction Loan Program provides funds to support new or expanded organics infrastructure, such as composting and anaerobic digestion facilities, as well as for facilities that manufacture fiber, plastic or glass waste materials into beneficial products. The purpose of this investment is to further the purposes of the California Global Warming Solutions Act (Assembly Bill 32), reduce methane emissions from landfills and further GHG reductions in upstream resource management and manufacturing processes; benefit disadvantaged communities by upgrading existing facilities and, where warranted, establishing new facilities that reduce GHG emissions; result in air and water quality improvements; and create jobs.

Proposals are being accepted by the Mineral Resources Program (MRP), Earth Mapping Resources Initiative (Earth MRI) for State geological survey Mine Waste activities. Funds are made available to participating State geological surveys for activities focusing on mine waste inventory and characterization data compilation and acquisition, sampling and mapping efforts in support of ongoing Earth MRI efforts. State geological surveys may also apply for travel funds to the annual 2026 Earth MRI workshop. DTSC's ISCP Loan Program provides loans for property owners, developers, community groups, and local governments to conduct preliminary endangerment assessment of underutilized urban properties.
