The Pollution Control Tax-Exempt Bond Financing Program facilitates low cost capital through private activity, tax-exempt bonds. The securities pay for acquisition, construction or installation of qualified pollution control, water furnishing, waste disposal, waste recovery facilities and equipment. Tax-exempt bond financing assists qualified borrowers to obtain lower interest rates than are available through conventional loans. CPCFA acts as a conduit issuer in the transaction. The bonds are issued to raise capital for revenue-generating projects where the funds are used by the borrower to make payments to investors. This program provides grants to qualified private, non-profit entities to capitalize revolving funds for the purpose of providing financing to eligible entities for pre-development costs associated with proposed water and wastewater projects or with existing water and wastewater systems, and short-term costs incurred for replacement equipment, small-scale extension of services, or other small capital projects that are not part of the regular operations and maintenance activities of existing water and wastewater systems.

The Farm & Ranch Solid Waste Clean Up & Abatement Grant program provides funding for cleaning up and preventing illegal dumping on agricultural properties (CCR, Section 17991(d)). Each fiscal year has four application cycles, with the fourth serving as the pilot cycle. Cycle 92 (FR92) is the second cycle. CalRecycle administers the program per Section 48100 of the Public Resources Code. The project sites eligible for the grant must be located on 'farm and ranch' property, encompassing both private and public land, where the owner is not held responsible for the illegal disposal. This program provides financial assistance in the form of reimbursement grants up to $500,000 to help public entities accelerate the pace of cleanup, restore sites, and turn today’s problems into tomorrow’s opportunities. Widespread illegal dumping of solid waste adversely impacts Californians in many ways. Properties on which illegal dumping occurs lose economic value; create public health and safety and environmental problems; and degrade the enjoyment and pride in the affected communities. Abandoned, idled, or underutilized properties due to unauthorized dumping impact what were once the sources of economic benefits to a community. Many such properties have been abandoned or have owners who are unable or unwilling to pay the costs of cleanup.
